Combine milk, soup, eggs, cheese, and macaroni in a large bowl until well blended. Add flour and pepper to mixture and stir. Pour into slow cooker bowl and place lid on top.Cook on LOW for 2 1/2 to 3 hours.
Remove lid to allow steam to escape. Serve directly from slow cooker. Sprinkle with additional black pepper to taste.
